instructors. KTR has invested significant effort in selecting the highest
quality instructors. Each of our instructors has been selected for their
knowledge of the material and their ability to present the material to you in an
understandable and logical manner. Read the qualifications of our instructional

CHIEF JOHN J. SISTO
is the Director of Training for Key Testing & Review. He served 26 years with
the Rockaway Police Department. He has received nine department citations, twice
awarded the Medal of Honor. Chief Sisto has been cited by Governors Kean and
Florio for his efforts in the legislative area and was invited to meet with
Presidents Bush and Clinton as one of New Jersey’s leaders in Law Enforcement.
He was a State Officer in the New Jersey FOP, culminating in his being elected
State President from 1992 through 1994. He graduated from the prestigious FBI
National Academy in 1991. He has served as the FOP’s representative to the NJ
DOP, and a former Commissioner of the NJ Police Training Commission. Chief Sisto
has been instructing promotional classes since 1984 and was the former owner of
The Center for Law Enforcement Studies in Totowa. Since 1987 he has been an
internationally certified assessor. He is a member of the Morris County Police
Chief’s Association; a member of the New Jersey State Association of Chiefs of
Police; and a member of the International Association of Chiefs of Police. His
command, supervision and leadership experience, coupled with his strong union
background has enabled him to dedicate his efforts towards improving the
professionalism of law enforcement officers throughout New Jersey.
DEPUTY CHIEF JOSEPH SIMONETTI
served 29 years with the Belleville Police Department and retired as the Deputy
Chief. He received many awards and citations for his excellence in police work.
He has a B.S. in Public Administration and a Masters Degree in Education. He has
been instructing law enforcement test preparation for the last eleven years. He
is currently a professor for the New Jersey State Police Graduate Program at
Seton Hall University. He is a former Director of the Essex County Police
Academy. Deputy Chief Simonetti is an instructor in the Key Testing & Review
Management, Supervision & Leadership module as well as in New Jersey Attorney
General Guidelines. Chief Simonetti has been assisting law enforcement officers
in their career advancement since 1992.
SIMEON N. CUMBERBATCH
is a retired City of Hoboken New Jersey Police Captain with 30 years of
increasingly responsible law enforcement experience. Serving in a supervisory
capacity for 22 of his 29 years with the department he accrued comprehensive
knowledge in both uniformed and administrative disciplines. He was the
department’s first African-American to attain the supervisory/command ranks of
sergeant, lieutenant and captain. Mr. Cumberbatch holds a Bachelor of Science
(B.S.) in Criminal Justice from New Jersey City University, and a Master of Arts
(M.A.) in Human Resource Training and Development from Seton Hall University.
Mr. Cumberbatch is certified by the New Jersey Police Training Commission to
instruct at New Jersey’s police academies and additionally is an Instructor of
self-defense and side handled baton at the Bergen County Police and Fire Academy
in Mahwah, New Jersey. Captain Cumberbatch was exclusively designated to serve
as Acting Police Chief and was similarly handpicked as Incident Commander during
Op Sail 200 the Millennium Celebration and the September 11th 2001 terrorist
attack on the World Trade Center. In May 2002, Mr. Cumberbatch was appointed to
his current position of Supervisory Confidential Investigator with the Port
Authority’s Office of Inspector General.
CHIEF
PAUL J. HAGER has been a
police officer for 20 years with his law enforcement career beginning in 1987
with the Pohatcong Township Police Department. In 1990 Chief Hager was assigned
as detective for the police department. He served in that capacity until 2002.
He worked his way through the Pohatcong Township Police Department's rank
structure being promoted to Detective/Sergeant in 1996 and to Chief of Police in
October of 2002. In January 2007 Chief Hager attended the prestigious FBI
National Academy's 228th session, in Quantico, Virginia. Only 1/2 of 1% of law
enforcement officials world wide are fortunate enough to attend the FBI National
Academy. During the eleven weeks spent at the Academy, the chief completed 17
credits of instruction via the University of Virginia and completed the famed
Yellow Brick Road Marine Corps obstacle course. Chief Hager is a certified
police instructor in the State of New Jersey and teaches many topics including
Methods of Instruction at the satellite campus of the Somerset County Police
Academy located at the Warren County Community College. He has been awarded 4
commendations, 3 through the Pohatcong Police Department. In addition the Chief
received a Special Recognition certificate from the United State’s Attorney’s
Office for his work in the successful prosecution of a sexual assault case in
1994.
DANIEL
MURPHY, B.A, M.A. was a high school English
teacher, supervisor of reading, vice principal and principal in the Asbury Park
District for twenty nine years. While at Asbury Park he was a recipient of the
Scholars’ Recognition Award from William Patterson University. He was also the
director of two alternative high school programs in Lakewood for five years. He
has taught test taking skills including SAT preparation, GED test prep and entry
level test skills for U. S. Postal Service candidates. Currently Mr. Murphy is
the educational specialist and consultant for Key Testing and Review and an
instructor for oral interviews and police entry examinations.
